On your video, you claim the sensor cleaner works on power off. That shaking you're hearing is the IS turning off. Turn off the IS before shutting down and you won't hear anything. The sensor cleans on powering up and is silent ... unless you're a dog.
IS 3 you claim is a portrait panning feature. I believe you wrong here as well. Check the manual (as you should have already) but I believe it is the IS system for non-4/3rds lenses where the user inputs the focal length.
